Julian Ding is the Country Manager for firstprinciples in Kuala Lumpur and oversees our projects in the ASEAN, Middle-East and African regions. He heads the Regulatory and Policy Team and specialises in regulatory and policy work in general, and in telecommunications, e-transactions and the new media, outsourcing, privatisation and corporatisation in particular. Julian was, until October 2003, a senior partner with Zaid Ibrahim & Co, Malaysia’s largest law firm, and an international partner with Andersen Legal, in charge of the technology practice group for the Asia Pacific region. He has worked on a variety of policy issues for the government of Malaysia, regulators, the private and third sector clients worldwide and has authoured books and articles on the legal and regulatory aspects of e-commerce and communications.

Chee-Wah Cheah, Ph.D, is the Country Manager for firstprinciples in Melbourne. He oversees our projects in Asia-Pacific and heads the Economic & Competition Policy Team.  His specialisms are competition economics, telecommunications access pricing and regulation, and the economics of networked industries. Until March 2005, Chee-Wah was a Principal with Charles River Associates (Asia Pacific) leading an international consulting team.  He has worked closely with regulatory agencies in Australia and Singapore and networked industry clients, government agencies and economic regulators in Australia, Malaysia, New Zealand and Singapore on the design and implementation of telecommunications-specific and general competition regulation as well as network industry clients on their regulatory and commercial strategies. He has advised Australian State cabinets on policy, held teaching and Research Fellow positions in Universities in Australia and Japan and contributed to journal and other publications.

Joyrama Appusamy heads the Technology Media & Communications team in firstprinciples, and specialises in business and regulatory advice to the communications and multimedia, information technology, and e-commerce industries. He has advised government agencies and private enterprises on regulatory strategy (especially in a convergent environment), licensing, spectrum assignment, strategic investment, interconnection and Access in the communications sector, contract structuring, drafting and negotiations, for clients in Malaysia, Brunei and South Africa. Joy was Head Legal Counsel in ASTRO, a Malaysian satellite DTH broadcaster and has extensive practical experience in legal and risk aspects of broadcast, including the acquisition and licensing of content for a multi-genre channel offering.

Karen Goonting leads our Behavioural Science & Applied Psychology Team specialising in psychological research and consultancy for consumer markets, brand identity/personality development and policy development and evaluation from psychological, policy and legal aspects. Karen has focused on creativity, innovation and competitiveness from the psychological, policy and legal dimensions, the effects of economies in transition and effects of economic and social policies on violence and other human behaviour and the psychological, policy and legal aspects of road safety, aggressive driving and road rage and bullying in schools. She was a National partner with Andersen Legal and, until October 2003 a partner with Zaid Ibrahim & Co. with competencies in commercial and contractual transactions, negotiation, drafting and disputes, industrial relations, and personal data protection.

Dr. Wen-Li Cheng is a Senior Lecturer at the Economics Department at Monash University, Victoria, Australia. She specialises in transaction costs and economic organisation, the economics of regulation, and law and economics. She was formerly a consultant with the US-based Law and Economics Consulting Group (LECG) and has extensive experience with applied competition and industry analysis. She holds a PhD in Economics from Monash University, MSc in Applied Economics from Montana State University and a BSc in International Economics from the People's University of China. She is an associate consultant with firstprinciples and works out of the Melbourne office.
